Why strict tagging matters
A camera’s appearance is not reliable proof of manufacturer. Flock Off counts a record as Flock only when the public brand field explicitly identifies Flock Safety. Unknown stays unknown. That rule reduces false attribution and makes the analysis reproducible.
Brand is not operator
The manufacturer, system vendor, camera owner, operating agency, funding body and organizations allowed to search data can be different entities. A public map tag cannot by itself establish ownership, contract status or sharing access.
