Read the number correctly
What a map cluster does—and does not—mean
The red circles on a national map group nearby points so the map remains readable. Their values change when the map zoom changes. For stable local reporting, Flock Off uses one reproducible rule: count documented ALPR points within 25 straight-line miles of the U.S. Census metro reference point.
A metro count is not a count inside incorporated city limits, not a count of active contracts, and not proof that every mapped device remains installed. Crowdsourced maps can be incomplete or stale.
