An automated license plate reader captures a passing vehicle, uses software to interpret the plate, and creates a record tied to a time and camera location. Depending on the product and configuration, a record may also include a vehicle image or descriptive characteristics.
1. Capture and interpretation
The system photographs a vehicle as it passes. Optical-character-recognition software attempts to read the plate. Recognition is probabilistic: image quality, plate condition, weather, angle and software performance can affect the result.
2. Record creation
A plate read becomes a searchable event associated with time and location. The operationally important questions are which fields are collected, whether the original image is retained, how corrections are handled and how long the record remains available.
3. Alerts and hotlists
A captured plate may be compared with a hotlist. A match can produce an alert, but an alert is an investigative signal—not proof of identity, ownership, current possession or criminal conduct. Agencies should require verification before action.
4. Search and sharing
Authorized users may search historical reads, and some deployments permit access across agencies or networks. Local policy should define permissible purposes, justification, supervisory controls, audit review and consequences for misuse.
5. Retention and deletion
Vendor defaults do not answer the local question. Verify the signed contract, configured retention, agency policy, applicable law, exports and whether copies can persist in another system.
6. Auditability
A trustworthy program should produce logs showing who searched, when, for what purpose and which records were accessed or shared. Communities should ask who reviews those logs and what findings are published.
